目的分析县级疾控中心人员配置状况及经费收支情况。方法通过调查问卷形式对公共卫生监测的疾控中心进行调查。结果机构平均编制40人,在职51人。人员配置最多的科室是办公室和门诊,其中门诊临聘人员比例最高,以从事有偿服务为主。投入以本级财政为主,占总收入的45.6%,主要用于人员经费和专项经费。有偿服务收入占46.6%,主要来源于疫苗和门诊收入。结论人员编制和财政投入相对不足,有偿服务仍然是机构的主要经费来源渠道,导致一定程度上的人员配置的偏向,重有偿服务轻公共服务。因而,需增加投入,控制有偿服务,使更多的人员从事公共卫生服务。
Objective To analyze the staffing status and budget of county CDC. Methods The CDC of public health monitoring was investigated through the questionnaire. The results of institutions on the average preparation of 40 people, serving 51 people. The most staffed departments are offices and outpatient clinics, of which the highest proportion of outpatient staff hired to engage in paid services. It is mainly financed at the same level and accounts for 45.6% of the total revenue, mainly for personnel and special funds. Paid service revenue accounted for 46.6%, mainly from vaccines and out-patient income. Conclusions Staffing and financial input are relatively inadequate. Paid services are still the main sources of funding for the organization, leading to a certain degree of staffing bias and heavy reimbursement services. Therefore, it is necessary to increase input, control paid services and make more staff engaged in public health services.
