随着《安全生产法》的贯彻实施,安全评价服务已被提到执法监督不可缺少的日程上来,并在“填补中介服务空白,制约科学廉政执法”等方面显示出旺盛的生命力。安全评价机构发展的态势和弊端近两年来,安全评价机构发展较快,在每个中心城市,至少有两家以上的安全评价机构,较大城市或省会城市的安全评价机构就更多了,目前这种势头有增无减。现有的安全评价机构多数都是缺少或根本没有安全工程专业人员,缺少或没有安全生产监管工作经历,以盈利为目的,由安全生产执法监督部门认定资质的民营企业。经过实际工作的检验,具有以下五个方面的弊端。机构素质达不到要求机构负责人多数不是安全工程专业人
