调解是基层派出所民警解决群众矛盾纠纷的主要方式之一,实际构成基层民警主要工作内容;民警调解纠纷时,基层社会对民警提出“民警需要了解当地‘风土人情’”的要求;由于基层民警工作量庞大,正式民警往往应付不来,辅警就在类似“调解”的简单工作上就发挥着较大的作用。而通过对基层辅警人员构成实然现状与“要求”的切合情况分析得出,其人员构成不满足基层社会对之提出的“要求”;应适当延长辅警招录年龄上限可以在一定程度上缓解基层民警人员构成与实际社会需求之间存在紧张关系。
