中国古代社会的廉政制度,是珍贵的文化遗产。本文爬梳史料,较为系统地归纳整理了中国古代廉政制度的内容和廉政保障机制,并分析其特点。作者认为廉政不仅有“廉”的内容,还包括“勤”的含义,体现在实践中也就是廉政勤政一起抓。在廉政机制上注重政治道德教育的同时,从官员选任、考核、纠举惩戒等制度上互相配合,在注重“增俸养廉”的同时,又“省官削费”,这些措施对于中国古代社会清正廉明盛世的出现和社会的发展都起到了一定的积极作用。
The system of honest government in ancient Chinese society is a precious cultural heritage. This paper combs the historical materials, systematically summarizes the contents of ancient Chinese clean government system and the mechanism of clean government, and analyzes its characteristics. The author thinks that honest government not only has the content of “cheapness”, but also includes the meaning of “diligence”, which is reflected in practice that is honest and diligent. While paying attention to political and moral education in the mechanism of clean government, we should complement each other with the system of selecting officers, examining and correcting disciplinary actions, pay attention to “increase the pension and raise the bargain,” and “charge the provincial government to cut fees.” These measures are of great significance to the ancient Chinese society The emergence of honest and clean government and social development have all played a positive role.
