中国木材安全处于不安全的状态,主要表现为:森林资源经营粗放,木材自给能力弱;木材需求刚性增长,供需缺口扩大;对外贸易摩擦日益突出,国际木材贸易难度加大;木材产业自身发展层次低,资源利用效率不高。保障木材安全战略的基本点是:立足国内资源,加快速生丰产林基地建设;加强森林经营,提高森林资源总量和质量;科学利用木材资源,提高木材综合利用效率。对策:建立健全国有林管理机制,加快国有林改革步伐;全面实施森林经营工程;大力发展速生丰产林;充分挖掘平原林业的潜力,实现平原林业又好又快发展;加大对林业科技教育投入,培养不同层次科技人才,依靠科技进步提高森林资源培育的效率和木材工业的科技创新能力;重视国外木材资源供给战略研究,制定充分利用国际森林资源的长远规划;利用国家政策保障木材安全;赋予林业行政部门对林业产业和木材安全机制的管理职能。
