实证研究是政府绩效评估的本质特征和内在要求,但实证研究又是目前我国政府绩效评估的薄弱环节。福建省福州市鼓楼区作为基层政府在绩效评估方面的探索,对于推进我国基层政府绩效评估的实践进程具有现实意义。其具体做法是:整合评估,规范绩效评估的程序和方法;从实际出发,建立比较科学、客观、公正的绩效评估指标体系;注重评估结果的运用,努力发挥绩效评估的导向作用;开展绩效评估,推进了政府自身建设和管理创新。针对评估中存在问题可供选择的改进思路是:强化绩效评估的科学性和执行力;强化政府绩效评估问责制;建立电子政务绩效评估机制;构建应急管理绩效评估体系。可供借鉴的经验和体会有:进一步树立和强化政府绩效意识,努力提高行政效能;绩效评估指标的设置应围绕贯彻落实科学发展观,体现全面协调可持续发展的要求;不断完善绩效评估机制,实现政府绩效评估的法制化与规范化;建立健全绩效评估主体体系,实现评估主体的多元化;注重绩效评估结果的管理与运用,发挥好绩效评估的激励作用。
