对黄河堤防的管理养护,必须树立长期观点,有计划的进行养护,以达逐年加强。未绿化堤段或其它避洪工程应立即进行种树植草,使其迅速绿化,并建立管理养护制度,以逐步提高抗洪能力。目前在黄河下游,不少地区对堤防工程还严重地存在着「重工程轻管理」的现象,
