土地是民生之本。“十分珍惜和合理利用每寸土地,切实保护耕地”是我国的基本国策,农民问题的处理焦点也主要集中在土地上。现阶段更集中表现在集体土地流转上。文章为了能更好的从制度与创新之间寻求平衡点,在对原有集体土地流转模式作部分调整后,构造了一套集体土地使用权的市场化流转、新模式。
Land is the foundation of people’s livelihood. “Treasure and make every reasonable use of every inch of land, and earnestly protect arable land” is China’s basic national policy. The focus of peasants’ problems is also mainly concentrated on the land. At this stage more concentrated performance in the transfer of collective land. In order to find a better balance between system and innovation, the article constructs a set of market-oriented circulation and new mode of collective land use rights after making some adjustments to the original mode of collective land circulation.
