In February 2011, the Obama administration announced an ambitious plan for the nation’s high-speed railway (“HSR”): invest 53 billion U.S. dollars in the next six years to develop a national high-speed railway network. However, this plan has been opposed by many Republicans. They strongly discouraged the implementation of this costly project and hoped that the government would spend a limited budget on improving the overburdened northeastern railway facilities. Midwestern Ohio and Wisconsin even refuse federal funding for high-speed rail construction projects, and they do not need HSR even without a penny from the state government. Florida’s governor, a key area for high-speed rail construction, also said it needs to re-evaluate the state’s plan for high-speed rail construction. Faced with this dilemma, the prospect of the United States building high-speed rail is worrying.
