2003年以来,工程量清单计价已逐步在全国电力行业推行,它改变由国家或部门通过定额和取费标准给建设项目定价,转化为企业自主报价,即投标人在满足招标文件要求的前提下实行人工、材料、机械消耗量自定,价格费用自选,最终通过竞争达到市场形成价格。在这样的竞争态势下,电力施工企业如何做出应对措施,以期在电力施工市场上形成报价优势,成为企业当务之急。本文拟从提高工程施工成本控制、加强施工过程中的合同跟踪管理、编制企业内部定额几个方面展开讨论。
Since 2003, the billing of engineering bills has gradually been implemented in the national power industry. It has changed the pricing of construction projects by countries or departments through quotas and fee collection standards, and has been transformed into independent quotation by enterprises, that is, bidders meet the requirements of the bidding documents. The artificial, material, and mechanical consumption are set by themselves, and the price and cost are selected, and finally the market is formed through competition to form the price. Under such a competitive situation, how electric power construction companies respond to measures in order to form quotation advantages in the electric power construction market has become an urgent task for enterprises. This article intends to discuss from the aspects of improving the construction cost control of the project, strengthening the contract tracking management during the construction process, and compiling the enterprise internal quota.
