王念孙是清代著名的音韵、训诂学家,但他在水利上也有一番作为。 王念孙于乾隆四十年32岁时考中进士后,“乞假旋里”,“独居湖滨(指高邮城)精舍穷搜博采者四载有余”。乾隆四十六年,王38岁时任工部治事于都水司,作《导河议》上、下篇,上篇谈导河北流,下篇谈建仓通运河。第二年,又任《河源纪略》的纂修官。 嘉庆五年,57岁的王念孙抵永定
