目前的后备干部管理方式是一种与实际工作需要不相适应的效能较差的“短程管理”模式。本文提出全程管理的构想是运用系统的、联系的、发展的观点,把后备干部队伍建设及其相关因素揉为一体,通过建立约束保障机制,优化运行秩序,实现各管理环节的有机衔接及其各管理过程的默契配合,使后备干部管理体系完整,过程流畅,功能健全,从而达到最佳效能的一种科学管理模式。
