●吴敬琏教授论国有经济应收缩战线 围绕国有经济的战略性改组问题,我们已经分析过国有经济分布过散、战线过长,而在应当发挥其作用的战略性领域的发展,却又得不到应有的保证的现状,指出国有经济应当收缩战线,从低效企业向高效企业,从中小企业向大型和特大型的企业,从一般竞争性领域向战略性领域集中。经过这样的改组,我国的所有制结构将呈现以公有制为主体,多种所有制经济成分平等竞争、共同发展的基本格局。除关系国家安全和国民经济长远发展而又不宜由非国有企业控制或民间无力兴办的战略性产业外,在一般竞争性领域,国有企业将不再充当主力经营者角色,而是以市场竞争中的平等的一员的身份参与竞争,根据盈利性考虑进入和退出。即使在前一领域中,绝大部分国有独资、国家控股和国家参股企业,和其他所有制经济成分的企业一样,在民法和其它法律规定的范围内,以商品生产者的身份进行经济活动。 ●“战略重组”战 ● On the issue of the strategic reorganization of the state-owned economy on the basis of the contraction of the state-owned economy, Professor Wu Jinglian has analyzed the excessive distribution of the state-owned economy and the long-term frontier but not the development of the strategic areas that should play its role It should be pointed out that the state-owned economy should shrink its fronts, from inefficient enterprises to high-efficiency enterprises, from small and medium-sized enterprises to large and large enterprises, and from general competitive areas to strategic areas.
