随着以家庭经营为基础的联产承包责任制的日趋完善,一大批专业户、重点户蓬勃兴起。广大农民靠科学增产、靠技术致富的积极性越来越高。农村经济日趋发展,反映在农田水利和水土保持工作上有许多新情况和新问题需要深入研究解决。其中最突出的问题是:农田水利和水土保持如何改革经营管理体制,搞好农田承包户的生产前、生产中、生产后的各种服务,以适应农民的迫切要求,适应农业专业化、商品化、社会化的需要。也就是在水利机构体制改革上、经营管理上、技术服务上,怎样围绕联产承包责任制的发展,走出一条新路子。
