区域政策冲突表现形式多种多样,实质是所推行的区域政策不能满足某一区域的社会、政治、经济、文化、生态文明相协调的发展而产生的问题。解决区域政策冲突,重视区域间的相互协作,成为实现区域长期稳定发展的关键。由于区域政策的执行主体失职、各主体利益不平衡、政令矛盾、政策沟通机制不健全等原因,区域政策冲突不断。应该从前期准备抑制冲突发生、执行主体组织结构保障、构建兼容性区域政策网络、科学的区域政策运行机制这几方面入手解决区域政策冲突。
The manifestations of regional policy conflicts are diverse, in essence, the problems arising from the coordinated development of the social, political, economic, cultural and ecological civilizations in a certain region that the implemented regional policies can not meet. Solving regional policy conflicts and attaching importance to mutual cooperation among regions have become the key to long-term and stable regional development. Due to the dereliction of the principal part of the regional policy, the unbalanced interests of all the parties, the conflict between the government decree and the policy and communication mechanism, the policy conflicts in the region continue. We should start with resolving conflicts in regional policies by preparing for the suppression of conflicts, guaranteeing the organizational structure of executive bodies, building a network of compatible regional policies and a scientific regional policy operation mechanism.
