【主持人语】教师既享有宪法规定的普通公民的基本权利,也享有法律规定的教师职业权利。《中华人民共和国教师法》对教师权利作了具体规定,主要包括教育教学权、学术研究权、管理学生权、报酬待遇权、参与管理权和进修培训权等权利。这些法定权利,在现实中是否真实享有?能否依法行使?实践中,教师合法权益难以实然享有、无法依法行使的情况时有发生。有权利,就有救济。“有权利而无救济,非权利也。”只有建立起完善的教师权利救济保障机制,充分保障教师的各种权利,才能解除教师的后顾之忧,使之更好地履行职责。
