目的了解甘肃省卫生人力资源配置现状,分析存在的问题,为合理配置卫生人力资源提供依据。方法采取抽样调查和访谈方式,结合公开出版的资料获取相关数据,从数量、专业、学历、职称、工作环境、工作时间和内容等方面对农村卫生人力资源现状进行统计分析。结果甘肃省卫生人员总数为145 699人,其中农村卫生人员86 365人,占比59.28%,每千农业人口执业助理医师为1.1,注册护士为0.75;城市地区卫生人力医护比为1∶0.99,农村地区为1∶0.68;农村卫生人员高、中、初级职称比例为1∶4.8∶12.3,学历以大专及以下为主。结论甘肃省农村卫生人力资源数量不足,城乡配置不平衡,职称及学历结构不合理。加大农村卫生人力资源吸引与保留政策实施力度,优化人才结构,改善工作环境,加强在职培训和继续教育,是改变农村卫生人力资源现状的关键措施。
Objective To understand the status quo of health human resources allocation in Gansu Province and analyze the existing problems so as to provide the basis for rational allocation of human resources for health work. Methods A sample survey and interviews were conducted. Relevant data were obtained from published materials. Statistical analysis was made on the current status of rural human resources in terms of quantity, specialty, academic record, job title, working environment, working hours and content. Results The total number of health workers in Gansu province was 145,699, of which 86,365 were rural health workers, accounting for 59.28%; the number of practicing assistant doctors per one thousand agricultural population was 1.1 and that of registered nurses was 0.75; and the ratio of health workers in urban areas was 1: 0.99, Rural areas 1:0.68; rural health personnel high, middle and primary titles ratio of 1: 4.8: 12.3, academic background to college and below. Conclusion The quantity of health human resources in rural areas of Gansu Province is not enough, the distribution of urban and rural areas is not balanced, and the titles and academic structure are not reasonable. Increasing rural labor force human resources attraction and retention policy implementation, optimizing talent structure, improving working environment, strengthening on-the-job training and continuing education are the key measures to change the status quo of rural human resources for health.
