小微企业是促进国民经济发展、吸纳就业的重要力量,为促进其持续、健康发展,必须推动小微企业进行技术创新。现阶段小微企业技术创新的软环境建设中存在诸多问题,限制了技术创新的进程。以鞍山市小微企业为对象,从政策法律、融资、人力资源、科技四个方面对其技术创新的软环境进行研究,有针对性地提出构建和完善鞍山市小微企业技术创新软环境的对策建议。 Small and micro enterprises are important forces that promote the development of the national economy and attract employment. To promote their sustained and healthy development, small and micro enterprises must promote technological innovation in small and micro enterprises. At present, there are many problems in the construction of soft environment for technological innovation in small and micro enterprises, which limits the process of technological innovation. Taking Anshan Small and Micro Enterprises as an example, this paper studies the soft environment of technological innovation from four aspects: policy and law, financing, human resources and science and technology, and puts forward countermeasures and suggestions on how to build and improve the soft environment for technological innovation in Anshan Small and Micro Enterprises .
