不久前,笔者参加了一个会议。在讨论如何进一步提高今后工程质量的问题时,有的同志建议要完善和加强质量管理体系,有的认为关键问题是如何落实这套体系。还有的认为要加强监理工作、提高监理水平。也有的认为要加强质量教育,兑现奖惩制度等等。有一位同志则说,问题的根本还是施工队伍的素质和技术水平不高,缺少“能工巧匠”。他的话引起我的强烈共鸣和深思。这个问题具有实质性意义,要解决它还牵涉到人们的思想意识和社会风气问题,故写此短文,以期引起讨论。
Not long ago, I participated in a meeting. When discussing how to further improve the quality of future projects, some comrades suggested that the quality management system should be perfected and strengthened. Some people think that the key issue is how to implement this system. Others think it is necessary to strengthen the supervision work and improve the supervision level. Others think it is necessary to strengthen quality education, reward and punishment system and so on. One comrade said that the fundamental problem lies in the quality of the construction team and the technical level is not high, the lack of “skilled craftsmen.” His words aroused my strong resonance and reflection. This issue is of substantive significance. To solve it also involves people's ideological awareness and social ethos. Therefore, this essay should be written with a view to arousing discussion.
