当前,非接触性执法系统尚处萌芽阶段,更没有系统性应用于治理行人闯红灯领域。治理“行人集体闯红灯”行为的非接触性执法系统,是一种以视频监控系统为主要技术支撑,以信用执法体系为核心要素,以罚款和志愿协管为主要纠偏手段的“去当面化”的执法系统。由于其具有非接触性和纠偏手段的多元性、有效性,能有效地提升行人遵守交通规则的自觉度,从而实现对“行人集体闯红灯”行为的整治。但是,非接触性执法系统的实施也面临一些可能的困境,需要在实践中解决一些具体问题。
