我省上虞县上浦闸是座落在曹娥江上的一座大型工程,通过引水灌溉,使全省31.17万亩农田受益,还可改善工业和群众生活用水的条件,社会效益很好。但由于过去工、农业用水均不收水费,管理局本身的经济状况却十分困难。国务院有关文件下达后,管理局决心改革无偿供水的做法,在县政府和县主管局领导的大力支持下,把水费改革当作加强经营管理、提高经济效益的一件大事来抓,制订了水费计收、管理和使用的办法,并积极组织水费收缴工作,打破了不收水费的传统做法,管理局的经济状况也有了很大改善。他们主要做了以下几件事: 一、在充分做好思想准备工作的基础上开好灌区代表大会,抓好发动骨干的工作,提高干部的认识,改变农村干部的传统观念。详细阐明收缴水费是国家的一项重要政策而不是什么“乱收费”;是为了维护工程的正常运行以充分发挥服务农业的灌溉效益,不是什么“不合理负担”。通过会议,代表们搞清了收水费与“乱摊派”的界限,感到合理、合法、口服、心服,表示回去后不管怎么困难也要下决心把这项工作做好。代表会选举成立了灌区委
