尽管西部大开发的进军号角已经吹响,但要在这件事关全局、影响深远的伟大事业上作出成就可不是一件容易的事情,不论是古代还是现代中国发展史都很清楚地证明了这一点。总结历史经验、教训,我认为,当我们再一次启动西部大开发这项千秋伟业时,一定要彻底地解放思想,适应目前已经变化着的国际、国内形势与环境,从“大”处着手推进西部大开发工作。归纳起来讲,以下几方面的“大”处是我们应该予以充分重视的:
