区域发展通常以一个地区的工业化来衡量。正在工业化的地区往往通过增加经济活动而产生更高的区域收益,并且吸引更多的资金和劳动力,又需要更多的投资用于基础设施、城市设施和环境建设。增长的地区又可为其自身的成长提供更多和更好的服务。因而,区域发展过程就是产业调整的过程。结构变化的速度和方向是涉及区域发展的首要因素。
Regional development is usually measured by the industrialization of a region. The areas under industrialization tend to generate higher regional returns through increased economic activity, attract more capital and labor, and require more investment for infrastructure, urban facilities and the environment. Growing regions can in turn provide more and better services for their own growth. Therefore, the process of regional development is the process of industrial restructuring. The speed and direction of structural changes are the primary factors that affect the development of the region.
