环境问题的无界性、高度的整体性和渗透性,使环境问题往往呈现出跨越行政区的特征。这些特征内在的要求地方政府之间相互协同,共同治理,因为任何一个地方政府的单独行动效益都会大打折扣。但实际上地方政府出于内部和外部两方面的原因难以在协同治理上达成一致,致使跨区域环境问题日益严重。为了使跨区域环境问题得到有效解决,就必须在地方政府的协同制度、协同主体的规范和协同环境上创造良好的条件,推动跨区域环境问题的协同治理。
The unboundedness, high integrity and permeability of environmental problems make the environmental problems often show the characteristics of crossing administrative regions. These features inherently require local governments to coordinate and co-governance with each other because the benefits of individual actions by any local government will be greatly reduced. However, in fact, it is difficult for local governments to reach agreement on coordinated governance for both internal and external reasons, resulting in increasingly serious environmental problems across regions. In order to effectively solve the cross-regional environmental problems, it is necessary to create favorable conditions for the synergy of the local government, the norms and the collaborative environment of the synergistic subject, and promote the coordinated governance of cross-regional environmental issues.
