使用计算机实施文书档案的一体化管理,要求公文主题词规范化。它是机关文书立卷、档案著录的基础,是机关文档一体化、标准化、自动化的重要内容之一,直接关系到文书与档案管理现代化的进程。目前,由于对公文主题词的标引尚缺乏统一的规范化管理,文、档主题词表要求不一,随意性和盲目性较大。加之有些行文者责任心不强,素质较差,导致公文主题词标注不全、不准,甚至有不标注的现象,给文书立卷、档案著录带来不便,阻碍了办公效率的提高,减缓了计算机管理应用于文档工作的进程。
