十六届三中全会做出的科学发展观新构想,是对当代世界发展新趋势的综合反映和对西方内发展观的有效整合与超越,是对马克思主义发展观继承和创新的集中体现,是我国现代化建设的根本指南;其基本内涵可以概括为“一个核心”、“三个基本”、“五个要求”,具有前瞻性、完整性、辩证性、针对性的特征,其基本目标之一就是要发挥后发优势,走跨越发展之路;要落实这一“构想”,必须实现人、生产力、体制以及后发领域的革命。
