目前,部分亏损企业民兵组训工作存在很多问题。一是由于亏损企业多处于停工停产,或半停工停产状态,职工自谋职业,兵员呈“大流动、多流向”趋势,训练兵员难保证;二是由于经济效益差,企业进行大量精简,武装部门有的被擅自撤销,有的被合并,致使组织机构处于瘫痪状态;三是由于基干民兵编组普遍存在着年龄老化和“空档”现象,“组织落实”难以保证;四是由于城市民兵训练经费一直沿用向大中型企业统筹的老办法,亏损企业拿不出足够的经费进行民兵训练,从而影响了企业民兵工作的正常开展。上述问题表明,解决好亏损企业民兵组训工作中存在的问题,已成当务之急。
