国库集中收付业务自开展以来,在县级以上层面取得了较好的效果,但是乡镇集中支付业务,因为乡镇金库数量较少、乡镇预算约束能力弱等原因,并未能有效开展。南通地区乡镇国库集中收付业务虽然覆盖面广,但财政专户管理使用的规范性、集中收付业务流程的合理性还有待进一步加强。本文介绍了南通地区乡镇国库集中收付业务的基本情况,对其存在的问题进行深入分析,并提出相关政策建议。 Since the commencement of centralized treasury collection and payment services, the treasury has achieved good results at the county level and above. However, due to the small number of vaults and weak budgetary constraints on villages and towns, the township-level centralized payment service failed to effectively carry out the project. Although the Nantong township treasury centralized collection and payment service covers a wide range of areas, the standardization of fiscal accounts management and the rationality of centralized payment and receipt business processes have yet to be further strengthened. This article introduces the basic situation of central treasury collection and payment in the township and town of Nantong, analyzes its existing problems in depth and puts forward relevant policy suggestions.
