3月22日,本刊与《中国改革》杂志联合主办了“打破垄断与区域电力市场建立模式研讨会”。国家电监会邵秉仁副主席出席了研讨会,参加研讨会的有经济学界人士、电网公司与发电集团的专家30多人。中电联王永干秘书长和中国经济体制改革研究会温铁军副秘书长主持了研讨会。区域电力市场的组建是电力体制改革的关键环节,围绕着区域电力市场的组建模式,改革以来的各种矛盾集中地凸现出来。如何认识区域市场组建的目标和必要性,怎样消除和处理在区域市场组建过程中的各种障碍和矛盾,如何在市场经济体制尚不完善和缺电的客观环境下继续推进改革,都仍是待解的难题,并且决定着下一步深化改革的路径选择与制度安排。在这个意义上,电力改革已到一个新的十字路口,电改已进入攻坚阶段。然而,不管面临多大困难,不管在改革的进程中存在多少争议,电力体制改革的方向不能动摇,国务院5号文件的精神必须贯彻,在发展中坚持改革,以改革促进发展,用改革的思路解决发展中出现的各种问题和矛盾,真正做到全面、协调和可持续发展,是改革与发展的基本原则和总体思路。改革既要立足我国国情,也要在现有体制中不断突破;区域电力市场组建的关键在于机制创新,包括市场机制与电价机制。在目前的条件下,区域电力市场的建立与完善只能是一个
