续志要站在新的历史高度 ,从邓小平理论和江泽民“三个代表”的思想高度 ,对改革开放二十多年历史加以系统的记述。续志的上下限要有利于全面、准确、深刻地反映改革开放的历史进程。续志篇幅要适当控制 ,市 (地 )志 2 0 0万字左右 ,县 (市、区 )志 10 0万字左右 ,省志10 0 0万字左右。续志的出版周期应有明确要求 ,地县级市志不要超过 5年 ,省志不要超过 8年。续志的质量应有更高的要求 ,要站得高一些 ,记得深一些 ,写得实一些 ,抓得细一些。续志要加强组织管理 ,强化“党委领导、政府主持”的格局 ;强化地方修志专门机构的修志功能 ,建立主编责任制 ,处理好编纂审稿与出版审稿的关系
