一九五四年四月二十一日中华全國總工會第七屆執行委员會主席團第五次會議通過中華全國總工會主席團完全同意賴若愚同志關於‘勞動競賽已經開始走上一個新的階段——技術革新’的報告,完全贊成和支持張明山、王崇倫、唐立言、黃榮昌、劉祖威、朱順餘?俥景文七同志關於在全國範圍內開展技術革新運動向中華全國總工會的建議,並號召全國工人、工程技術人員和職員積極參加技術革新運動。技術革新就是生產設備、生產工具、技術過程、技術標準、操作方法以及勞动條件等方面的改進與提高。適應生產技術上的革新還要改進
