失业保险是为失去就业机会的劳动者提供基本生活保障的一种社会保险制度。在失业保险的功能定位上,仍应坚持以“保障生活”为其基本功能,不能过分强调附加功能——“促进就业”与“预防失业”。制度的缴费环节与待遇给付环节的完善中应适度降低缴费水平、建立行业差别费率和浮动费率结合的失业保险费率自动调节机制;应提高失业险待遇水平,并使失业金支付与失业者失业前收入相关联,与失业期限及培训等因素相匹配,形成差别性失业金给付机制。对于失业保险基金问题,应在明晰产权归属于参加失业保险的全体劳动者的基础上,明确其社会公共基金性质,从而厘清政府在“失业保险”与“劳动力市场”中的责任边界,以促进我国失业保险制度健康发展。
