省政府原则同意省计委、省水利厅《关于水利建设事权划分和投资分担的意见》,现转发给你们,请遵照执行。关于水利建设事权划分和投资分担的意见为加快水利基础设施建设,促进水利基础产业的快速发展,进一步明确划分各级政府水利建设的事权和职责,根据《省人民政府关于进一步加快水利建设的决定》(鄂政发[1995]6号)和国家关于水利建设事权划分的有关政策,特提出如下意见:一、对全省范围内的水利工程建设,按照“谁受益,谁建设,谁负担”的原则,根据工程建设性质、规模和受益范围,同时考虑工程项目所在地域进行事权划分。省主要负责流域性枢纽、调水控制工程和跨地市州的水利设施以及重要骨干水利工程建设;地市州主要负责跨县市的水利设施和骨干水利工程建设;
