人与自然的和谐发展是一个繁复的系统工程,这不仅牵涉到经济增长与环境质量的协调,也需要遵循人类自身均衡发展的规律,特别是要从娃娃抓起,从婴幼儿早期服务抓起。构建这一早期发展服务体系,重要意义在于有助于保障儿童福利,从源头上提高人口素质;有助于减轻家庭育儿成本,提高女性劳动参与率,促进性别平等。基于对各国婴幼儿早期发展服务经验的分析,我们认为,以家庭需求为出发点,坚持公益普惠的基本方向,发挥政府主导作用,整合各方面资源,鼓励社会力量有序参与,力争构建起横向到边、纵向到底、遍及城乡、广覆盖、多形式、重科学的婴幼儿早期发展服务体系。
