判断听证会制度是否有效率，必须从经济上对其进行成本——收益的比较分析。尽管从理论上讲听证会制度是有效率的，但是在实际操作中却存在种种问题。问题的根源在于制度的缺陷。
To judge whether the hearing system is efficient, we must make a comparative analysis of the costs and benefits from the economic point of view. Although the hearing system is theoretically efficient, there are problems in practice. The root cause of the problem lies in the flaws of the system.
