十八届三中全会通过《中共中央关于全面深化改革若干重大问题的决定》后,国家能源局发布了《油气管网设施公平开放监管办法》,中国石化和中国石油积极推进下属公司的“混合所有制”改革。这些改革举措,对于打破我国石油天然气体制改革长期沉闷局面有积极意义。不过,我国石油天然气体制总体改革不仅仅要回答资源配置方面的重大问题,也要回答石油天然气资源的收入实现与分配方面的重大问题。
After the Third Plenary Session of the 18th CPC Central Committee passed the Decision of the CPC Central Committee on Several Important Issues concerning the Overall Deepening of the Reform, the National Energy Administration released the Measures for the Fair Opening of Oil and Gas Pipeline Facilities, and Sinopec and PetroChina actively promoted the “ Mixed Ownership ”Reform. These reform measures are of positive significance to the long-term dilemma of breaking the reform of China’s oil and natural gas system. However, the overall reform of China’s oil and gas system not only needs to answer the major questions concerning the allocation of resources, but also answer major questions concerning the realization and distribution of the revenue from oil and natural gas resources.
