国营农场的基本建设是一个非常重要的工作,它是国营农场建设和发展的最根本的问题。过去由于我们对它重视不够,和缺少经验与知识,因此在建设和生产中都造成很大损失。为解决长期存在的这些问题,主要是灌溉及场房建筑工程的问题,我局于五二年五月成立了基本建设处。半年多来发现并部分解决了直属场的一些主要问题,找出了过去工作中的主要缺点并提出了今后改进的意见,这对于国营农场的发展是有一定作用的,同时也可以看出过去我们在建筑和水利方面所造成的损失是很惊人的。为克服我们工作中现存的缺点和减少与防止今后继续发生偏差,今将去过三场基建和水利方面所存在的问题通报如下,望各场对自己的工作展开一次深入的检查,并将意见汇报总局。
The basic construction of state-owned farms is a very important task. It is the most fundamental issue for the construction and development of state-owned farms.
