近段时间以来,几乎每一次与医改相关的新闻,都可能激起一圈圈舆论“涟漪”。这不仅仅因为医改关乎民生之重,还在于其关乎利益调整之难。所以,重新对医疗体制操刀进行改革,应先理清楚一个问题——改革为了谁?我国宪法第四十五条规定:中华人民共和国公民在年老、疾病或者丧失劳动能力的情况下,有从国家和社会获得物质帮助的权利。国家发展为公民享受这些权利所需要的社会保险、社会救济和医疗卫生事业。但是,上世纪80年代开始的那场医疗改革,在提高了医疗设备水平和服务质量的同时,却使得医疗服务的公平性不断下降,医疗保障覆盖面过窄。这种状况显然与宪法精神相违。

However, the medical reform that began in the 1980s, while improving the level of medical equipment and service quality, has made the fairness of medical services continue to decline, and medical coverage is too narrow. This situation is obviously contrary to the constitutional spirit.
