《公路》1981年第6、11期刊登了王文军同志、胡德钧同志有关“公路养护质量综合值”意见的文章,读后颇有同感。对交通部于1979年5月颁发的《公路养护质量检查评定暂行办法》第七条说明,用“好路率”和“养护质量综合值”的方法来衡量各单位公路养护质量,在实际应用当中,确实存在某种程度的弊病,应当加以改进。特别是,当前一些公路养护单位试行“生产责任制”,
