The program of the upper mantle played an important role as a bridge of scientific cooperation between Japan and the Soviet Union. The cooperation is the first visit to belorazov at Tokyo in August 1966 at the Pacific Conference. The main form of cooperation is to participate in national observations with each other and to discuss the obtained information and analysis methods. The first cooperation was the blasting off the oceans in 1967 mentioned in the previous section when three people including Kovylin, Karp and technicians from the Pacific Division of the Institute of Oceanography at the Soviet Academy of Sciences headed for “No 15 Limulus.” In the second year of the Tokachi offshore crustal structure survey, Beresnev and Sagalevitch took part in the blasting and acoustic exploration by using the 18th Bun.
