面对日益严峻的环境问题,尽快开征环境税已成为我国亟需解决的问题。然而开征环境税面临着公众意愿以及诸多现实问题,如何处理好各方关系?本文结合日前在山东省内进行的1000份公众意愿问卷调查结果,提出了相应的意见和建议。问卷内容主要围绕当前的环境问题、环境治理情况、公众对环境税的认知状况和征收环境税的效应预期等问题。
Faced with the increasingly serious environmental problems, the enactment of an environmental tax as soon as possible has become an issue that China urgently needs to solve. However, the introduction of environmental tax is facing the public’s will and many practical problems, how to handle the relationship between the parties? This paper combined with the results of a questionnaire survey conducted by the Ministry of Justice in Shandong Province, which was conducted in Shandong Province recently, and put forward corresponding opinions and suggestions. The contents of the questionnaire mainly focus on the current environmental issues, environmental governance, public awareness of the environmental tax and the effect of environmental tax levy expectations and other issues.
