不养狗的人或许难以理解宠物狗给人们带来的快乐，但养狗的人可能也不明白宠物狗给他人带来的烦恼和痛苦。养狗带来的环境卫生和安全问题，养狗者应该有自知之明，不要把自己的快乐建立在他人的痛苦之上，因此要加强对养狗者道德教育，同时也应加强社会宣传和舆论引导作用，让养狗者对自己或狗的不文明行为感到可耻。
