命题是自学考试的核心环节,命题质量的好坏直接关系到整个自学考试的质量。自学考试命题发展至今,积累了丰富的经验,形成了自身的一套规范体系。但我们也应该看到,现行的自学考试命题,很大程度上还是停留在传统的经验式的命题模式,缺少必要的理论指导,缺乏真正意义上的质量控制机制,因而命题的科学化程度不高,其质量也存在着不稳定性,尤其是试卷的质量,很大程度上还是依赖于命题教师的业务水平、命题经验、责任心和对自考特点和课程性质的了解。因而在实际的命题过程中,课程考试标准把握不准确、考试内容超出考试大纲要求等现象还是屡见不鲜。最直接的体现就是在课程合格率上的不平衡,当然有人会说影响合格率的因素是多方面的,例如课程性质不同、考生群体水平差异、阅卷宽严因素、考风考纪好坏等等。但不可否认,试卷的质量是影响合格率的最关键的因素。
