在当前全面建设和谐与小康社会的攻坚时期,需要进一步加强社会保障制度建设与完善社会保障体系。我国社会保障制度改革虽已取得较大成就,但也存在着法制建设滞后、覆盖面窄、统筹层次低等问题。因此,要加快社会保障立法体系的建设和完善,扩大社会保障覆盖面,并且分阶段提高各项社会保障的统筹层次,以推进和谐小康社会的建设。
In the current crucial period of building an all-round harmonious and well-to-do society, we need to further strengthen the social security system and improve the social security system. Although great achievements have been made in the reform of China’s social security system, there are still problems of lagging behind in the construction of the legal system, narrow coverage and low overall coordination level. Therefore, it is necessary to speed up the construction and improvement of the social security legislative system, expand the coverage of social security and step up the overall level of social security in phases to promote the building of a harmonious society of well-off society.
