The system for ethnic regional au￣tonomy in ethnic regions has a significant meaning for solidifing and developing ethnic relations based upon equality, mutual assistance and harmony. In order to implement efficiently the system of ethnic regional autonomy, the NPC ( National People’s Congress) made special regulations relating to eth￣nic regional autonomy within the Constitution, and created the minzu quyu zizhifa ( Law of Ethnic Re￣gional Autonomy,hereafter ERA). Speaking from the perspective of the rule of law, the key factors deciding whether or not the ethnic authonomous system can be implemented effectively is whether or not the autonomous bodies in ethnic autonomous regions can accurately understand and carefully im￣plement the regulations contained in the Constitu￣tion and the ERA, and strictly fulfill the legal re￣sponsibilities.
