1954年5月18日,在中国共产党第二次全国宣传工作会议上,68岁的董必武讲了这样一个真实“笑话”:江苏松江县法院有一个审判员审讯一个犯“五毒”的资本家,这个审判员说:“你犯五毒了……”。那个资本家就拿出了共同纲领和其他法令来作辩护,说他“没有犯五毒,这是政府公布的”。我们那个审判员简直不知道有这些东西,结果没有办法,说“等一下,我去解个小手”就溜走了。作为从事法律工作的审判员,竟不知道当时具有根本大法宪法性质和地位的共同纲领是何物,也真是让人大跌眼镜,惊讶不已!我不知道出席这次会议的党员代表们是否已
