中央人民政府委员会第三十一次会议在听取和讨论了中央人民政府政务院剧总理兼财政部部长邓小平关于一九五四年国家预算草案的报告之后,批准了一九五四年的国家预算。邓小平首先说明了一九五四年国家预算草案是依据国家在过渡时期的总任务,在第一个五年建设计划第一年度国民经济计划胜利完成的基础上编制的。这个预算草案是与一九五四年国民经济发展的要求相适应的。他接着就一九五三年国家预算执行情况和一九五四年预算草案作了报告。预算草案报告摘要如下:
After hearing and discussing Deng Xiaoping, dramatist of the Central People’s Government’s government affairs department and director of the Ministry of Finance, a report on the 1945 draft state budget, the 31st meeting of the Central People’s Government Committee approved the 1954 state budget. Deng Xiaoping first explained that the 1945 draft state budget was prepared on the basis of the general task of the state during the transitional period and the victory of the national economic plan in the first year of the first five-year construction plan. This draft budget is compatible with the requirements of the national economic development in 1954. He then reported on the implementation of the state budget in 1953 and the draft 1945 budget.
