社区矫正作为一种社会化刑罚执行制度,在引入我国的十余年间,无论是理论层面还是实践经验都有了较大提升。文章认为在《社区矫正法》即将出台,该制度面临深化推广的今天,围绕矫治核心,确立以社会化社区为基本依托、以有效管控为基本保障、以符合高效矫治原则的矫治项目为基本内容的“一个中心,三个基本点”的发展进路,是促进社区矫正制度化、法治化根本方法之一。 Community correction, as a socialized penalty execution system, has been greatly improved both in theory and in practice over the past ten years since it was introduced into our country.
