教育扶贫是国家扶贫开发工作的重要组成部分,是国家扶贫战略的基础性、根本性举措。党的十八大以来,我国提出精准扶贫的新方略,职业教育作为与经济产业发展最为紧密的教育类型,发挥着教育精准扶贫的先导作用。黑龙江省作为农业大省,已经成为全国最大的商品粮生产基地,为了促进现代化大农业健康快速发展,黑龙江省职业教育在精准扶贫工作中,面临精准识别、精准招生、精准资助、精准就业和精准保障等重要任务。因此,要以服务区域经济发展为目标,强化黑龙江省职业教育资源建设,大力发展面向农村的职业教育;深化涉农类专业人才培养模式改革,促进院校专业与涉农产业对接;广泛开展贫困地区人口职业技能培训,提高贫困地区劳动力培训的精准性和实效性;加大职业院校贫困家庭子女资助力度,保障贫困地区人口平等接受职业教育的权利。 Poverty Alleviation through Education is an Important Component of National Poverty Alleviation and Development and a Basic and Fundamental Initiative for National Poverty Alleviation Strategy. Therefore, it is necessary to take the development of service area economy as the goal, strengthen the construction of vocational education resources in Heilongjiang Province, vigorously develop the vocational education oriented to rural areas, deepen the reform of cultivation mode of agriculture-related professionals, promote the linkage between institutions of higher education and agriculture-related industries, Regional population vocational skills training to improve the accuracy and effectiveness of labor training in poor areas; increase the funding for children of poor families in vocational colleges and universities to ensure that the population in poor areas have equal access to vocational education.
