党的十六大报告提出,要“加强法制宣传教育,提高全民法律素质”。在贯彻落实党的十六大精神、加强法制宣传教育过程中,必须坚持把青少年作为普法的重点对象。从“一五”普法至今,青少年法制宣传教育工作取得了令人瞩目的成绩,但仍存在着一些不容忽视的问题。近年来青少年违法犯罪人数逐年递增,并呈低龄化、团伙化、智能化发展趋势,其犯罪手段日益多样化、暴力化、成人化。青少年犯罪已成为影响当前社会治安的突出问题,必须引起全社会和有关部门的高度重视。
The report of the 16th CPC National Congress proposed that we should “step up publicity and education on the legal system and improve the legal quality of all citizens”. In implementing the spirit of the 16th National Party Congress and strengthening publicity and education in the legal system, we must adhere to regard juveniles as the key targets of popularizing law. Since the “January 5” general law, remarkable achievements have been made in the publicity and education on juvenile legal system, but there are still some problems that can not be ignored. In recent years, the number of juvenile delinquents has been increasing year by year, showing a trend of younger age, gangs and intelligence. Their criminal means are increasingly diversified, violent and adult. Juvenile delinquency has become a prominent issue that affects the current social order and must arouse the attention of all sectors of society and relevant departments.
